The MTS tariff family is called SMART and is differentiated into five packages costing from 250 rubles. up to 1,000 rubles per month. Calls to MTS numbers within Russia are included in the monthly fee and are unlimited on all tariffs, except for SMART mini. The most favorable tariffs of cellular operators are those that meet the needs of the subscriber. Remove the details for the past months, specify the volume of services consumed, select a tariff plan based on the data received. In this case, you need to take into account:

• What people from your environment use (for cheap intranet calls);
• Coverage area - perhaps in your area the most profitable operator will be unavailable;
• Increasing needs over time
• Geography of movements in the country.

Russia, the largest country in the world, is almost twice the size of second-placed Canada. At the same time, in the list of countries by population density, it is in 181st place. With an indicator of 8.5 inhabitants per 1 km². How such geography and demography affects the cost of communication services for the population, let's try to figure it out today.

Huge territory and low population density. The presence of regions of permafrost and subject to regular flooding. All this creates serious difficulties in the construction of cellular networks, and as a result, an increase in tariffs for the population.

The main hypothesis is that the fewer people live in the served territory, the higher the cost of communication services will be. But how much higher and whether this hypothesis is fair, we will find out today.

In one of the past materials, I came to the conclusion that for a modern smartphone user, it is optimal. Therefore, to speed up the comparison process, I took the following set of services as a guideline:

• unlimited Internet, operating on the territory of the Russian Federation, with a volume of at least 3 GB;
• voice traffic, not less than 500 minutes.

Anything above is a nice bonus. Modern messaging tools have been successfully cannibalizing SMS for a long time, so we do not pay attention to them, there is a good thing.

The Big Three operators were compared. The reasons are as follows:

• availability of roaming throughout the country;
• well-developed 3G and in some places 4G network, regional representatives and Tele 2 still cannot boast of LTE networks;

For comparison, we used public tariff plans available for connection by an individual. Schemes with collective farms, virtual operators and other tricks were not considered.

Far Eastern Federal District

One of the most expensive, due to the presence of the Chukotka Autonomous Okrug and the Republic of Sakha-Yakutia. Low population density, inability to use copper and optics to connect base stations. As a result, the entire network infrastructure uses microwave antennas and satellite channels for voice and data transmission.

This is especially noticeable on proposals for mobile Internet. None of the big three gives more than 1.5 GB, although in other branches you can get up to 10 GB for this money.

If we discard these areas, then the average cost of communication services will be slightly less than 550 rubles. MTS has the best conditions, followed by MegaFon. For this money we get more than 500 minutes of voice traffic and at least 3 GB of Internet.

To the general high cost of services, it is worth adding a not very stable connection with many popular services, due to a long ping between traffic collection points.

Volga Federal District

A vivid example of what happens in a region with price wars. In 2008, MegaFon launched its Crusade in honor of the mobile Internet and it was in the Volga region. Unlimited offers on the Internet fell to 30 rubles. This coincides with the crisis, when MTS and Beeline freeze construction, and MegaFon begins to rapidly invest in infrastructure.

As a result, Beeline loses second place, and MTS hardly retains its leadership. And we get the lowest prices for communication services in the Russian Federation.

MegaFon, as a leader in the region, has a quite premium price tag, from 300 rubles per month. Catch-up Beeline, with a price of 190 rubles and the offer of an Internet package of 4 GB, valid throughout the Russian Federation.

Northwestern Federal District

Northern Palmyra, - meets us with a dumping offer from Beeline. Three hundred rubles a month for 3 GB of traffic throughout the Russian Federation and 200 minutes. Not the most generous offer, especially against the backdrop of MTS, which is only 100 rubles more expensive, but also 3 times more minutes. MegaFon also plays its premium games here, including 800 minutes and 4 GB of Internet, but for 600 rubles. But this is in the northern capital, but the Pskov region offers to spend only 350 rubles and get quite a bit less.

Proximity to the western borders, the presence of fiber-optic highways between the Russian Federation and Europe, high population density, which is still needed for low prices. Probably patronage from mobile operators. But we have quite average indicators for the country, while a lot of traffic is included in the tariffs, which allows us to consider cheaper options if you rarely use roaming.

Siberian Federal District

Center - Krasnoyarsk, the focus of the real Russian soul, how many famous personalities came from the Siberian taiga, do not count. And in general, the cost of communication services does not differ much from other regions. It fluctuates around 360 rubles, Beeline generously gives 600 minutes for calls and 3 GB of Internet, MTS is not far behind.

Separately, it is worth mentioning Norilsk. The city is as rich as it is remote from civilization. Therefore, the tariff scale of all operators, it seems, tends to fall to the average market and stay within 500 rubles. But it looks like an attempt to fit into last year's jeans, after a long winter.

MegaFon gives only 300 MB of traffic for 650 rubles per month. Beeline and MTS are more generous, 1 GB. And with a detailed study of the descriptions of tariff plans in other regions, we see footnotes:

When located on the territory of the Sakhalin Region, Norilsk, the Republic of Sakha (Yakutia), the Kamchatka Territory, the Magadan Region and the Chukotka Autonomous District, the speed within the included volume of 3 GB is limited to 128 Kbps; while staying in the territory of other regions of Russia, the speed within the included volume of 3 GB is not limited.

Ural federal district

The region of total generosity of the OPSOS, the included volume of minutes easily overcomes the bar of 500 minutes, taking 6 GB of the Internet with it. For prices, everyone sits on a shelf and shows the same price for all regions of the Urals.

Central Federal District

The most densely populated part of Russia. At the same time, it demonstrates some catastrophic monotony of tariff proposals.

MTS and Beeline offer for 300 rubles a month 500 and 300 minutes, respectively, as well as 3 and 4GB of traffic.

MegaFon is less consistent and the price range is from 300 to 590 rubles for a package of 500 minutes and 3GB of Internet traffic.

The capital is separate. Network capacities are overloaded, proximity to the authorities makes it necessary to carefully comply with all laws and not indulge in illegal construction on residential buildings. Places for base stations have to be rented from commercial organizations in the absence of alternatives.

Southern Federal District

One of the most profitable regions with a very loyal audience. A place where the “Change Toot” service is incredibly popular. In terms of price, this is one of the most profitable districts. MTS and Beeline are fixed at the amount of 300 rubles, offering 3GB of traffic each. Minutes for a conversation are given 500 and 300, respectively.

MegaFon is again going its own way, the tariff is not flat, but depends on the region. Starting from 300 rubles in Astrakhan and ending with 450 in the Rostov region. The volume of traffic is from 3 to 5 GB, and voices from 450 to 900 minutes.

Conclusion

The hypothesis was not 100% confirmed. Prices are fairly smoothly aligned within the federal districts and have a minimum spread between them. We clearly saw that the most favorable region is the Volga region. Not everything is so rosy in the Far East, but the most difficult situation is in Norilsk.

But the main thing is not this. After conducting a detailed analysis of each operator, I want to draw your attention to the departure from the concept of the tariff, pay as much as you used. There are a couple of such offers left for each operator, and then rather for their availability in the tariff scale, and not for real earnings. Gone are the days of O'Light, B+ and Jeans, the new paradigm of the market requires the customer to get hooked on a subscription fee.

This is an absolutely normal tendency, fully justifying the fear of the operator to turn into a pipe. You need to treat them exactly like a pipe. A new month began, I went and paid right away, for gas, electricity, heating, internet and telephone. Everything, there is no more optional use of communication, it has become a part of our life, and you will have to pay for it regularly.

Now is a great time to connect the tariff for a long time. MTS has an excellent line of "Smart" with a fixed fee and sufficient traffic. A nice addition is the action of the tariff throughout the Russian Federation. The first step towards roaming-free space in the country.

MegaFon is counting on a series of "All Inclusive" tariffs, marked as in clothing sizes. It is still greedy to vote in roaming at home tariff, but there are no problems with the Internet.

Beeline operates in a similar vein: the Vse family of tariffs. Unfortunately, neither the voice nor the Internet can be obtained throughout Russia, the maximum is the home region. There are exceptions, but they do not make the weather.

On paper, MTS looks the best: a good price, adequate traffic volume for an average client, free calls within the network and no roaming restrictions.
