Roskoshestvo is designed to improve the overall quality of goods on shelves and ensure consumer confidence in Russian products in both domestic and foreign markets
Roskoshestvo will conduct independent tests of products in various categories of goods and services (so-called fan studies), the results of which will be published in the public domain. Based on the results of these tests, the best products will be asked to undergo voluntary certification to receive the Russian Quality Mark. Such a Quality Mark will be awarded to products of improved quality that have passed the above-mentioned certification and meet the standards of Roskachestvo (these standards are at the upper limit or even higher than GOST) and requirements for the level of localization (the share of the cost of the product created in Russia)
The Russian quality mark will be awarded for 2 or 3 years (depending on the product category), after which the manufacturer must confirm compliance with its requirements. During the validity period of the Mark, the enterprise conducts scheduled annual and unscheduled inspections throughout the year. The possibility of conducting inspections is stipulated in the license agreement for the right to use the Russian Quality Mark. Certification of products to receive the Russian quality mark will be completely free for manufacturers; the activities of Roskachestvo are financed from the budget, which also ensures impartiality

Openness. The system is open to any Russian manufacturer of products included in the area of activity of Roskachestvo - Publicity. Institutions similar to Roskachestvo operate successfully in developed countries, incl. in France, Germany, Austria, Australia, Finland, Latvia, etc. When creating Roskachestvo, international experience was taken into account, in particular, the German quality monitoring institute "Stiftung warentest", the level of trust of the German population in which is higher than in the police, church and Red Cross . Created in 1964. In Germany, it has long become a habit to study magazines or other sources of information about the quality of products before going to the store, which allows you to make an informed choice. Over time, Roskachestvo expects to reach the same level of trust in Russia. Stiftung Warentest has been funded by the country's government since its inception, but over time began to publish a magazine with information about the quality of goods. Today, 680 thousand German households have subscribed to it; subscription money makes up 85% of the institute’s annual budget, and the government provides only 15%. State funding and the sale of subscriptions in the case of a national quality assessment system are the key to the objectivity of the organization’s work. At the same time, the annual budget of Stiftung Warentest is €54 million, and per year this institute conducts about 200 inspections of goods and services in different categories.
